It's directly across from where you came in. (3) The last one is a little bit trickier. It's in the far north part of the waterway near the exit into Mt. Wildwood, but since the entrance in the Wildwood is up on a ledge (Where those two chests are) you have to enter from Breezy Hills. The Waterway entrance in Breezy Hills in located in the north part of the city (Estates area). On the west river bank you'll find some stairs leading down into the Waterway. (It'll look like you're going under a bridge). Once inside just hug the right wall ignoring the little bridges until you get to a gate that you have to interact with to open. Once through, head north skipping the first bridge and crossing the second one. Head north a tiny bit and cross the other nearby bridge to find the lever (Yellow light).
